Recently, resolution 2593 brought on Taliban in the United Nations Security Council (UNSC) was made by India. 13 members in India voted in favor of this a resolution sponsored by France, Britain, and America, while no vote was taken against it.

Russia and China, the two permanent and veto-holding members did not participate in the vote. The acceptance of the resolution reflects the attitude of the Security Council and the international community towards Afghanistan.

Resolution 2593

In accordance with Resolution 1267 (1999), it reiterates the importance of countering terrorism in Afghanistan, including designated individuals and institutions. The Taliban have been called on to facilitate safe passage for those wishing to leave Afghanistan, allow humanitarians to enter the country, uphold human rights, including those of women and children, and reach an inclusive and negotiating political settlement.

Russia and China neutrality

Russia distanced itself from the resolution because it did not contain sufficient and specific details about the terrorist threats, in addition to the "brain drain" effect of the evacuation of the Afghans in the resolution.

Also, the details of the resolution did not address the economic and humanitarian consequences of the US freezing US accounts of the Afghan government after the Taliban takeover. China shares some of Russia's concerns.

He believes that the present anarchy was a direct result of the "Brain Drain" of the West. China is of the view that it is necessary to engage with and actively guide the international community. In addition, Russia and China wanted all terrorist groups, especially Islamic State (ISIS) and the Uighur East Turkistan Islamic Movement (ETIM), to be specifically named in the document.

India participates in the first meeting with the Taliban

According to the Ministry of External Affairs, the Indian Ambassador to Qatar Deepak Mittal met the head of the Taliban's political office, Sher Mohammad Abbas Stankzai, on August 31, 2021.

Indian security officials and diplomats are believed to have been in talks with Taliban representatives for several months already. The meeting took place at the request of the Taliban, as Taliban leaders are keen to gain acceptance.

During this meeting, discussions were held on the safety and speedy return of Indian nationals stranded in Afghanistan. India's only concern was that "Afghanistan soil should not be used for any anti-Indian activities and terrorism".

During this meeting, the Taliban leader assured the Indian ambassador that all issues would be addressed positively.
